State Higher Education Finance Policy: Guaranteed Tuition to Balance Wheels

Jennifer A. Delaney is an associate professor of higher education in the Department of Education Policy, Organization and Leadership at the University of Illinois at Urbana-Champaign. She is also the Director of the Forum on the Future of Public Education at the University of Illinois. Her research focuses on higher education policy, with an emphasis on finance. Previously, she worked for the National Center for Public Policy and Higher Education’s Advisory Committee on Student Financial Assistance, served as a consultant for the Commission on the Future of Higher Education, and was an assistant professor of higher education at the University of Wisconsin at Madison. She earned a Ph.D. in Higher Education Administration from Stanford University, an Ed.M. in Higher Education from Harvard University, and a B.A. in English from the University of Michigan.
