The Governance Council enacts policy for the governance of the partnership, provides resources, approves the budget, reviews the program's evaluation, requires the establishment and maintenance of records, and prescribes the standards needed for efficient operation and improvement of the partnership.

Coordinating Council
The Coordinating Council conducts the TEPIE business for the Governance Council between its official meetings. The Coordinating Council:
- advises the Governance Council on the need for new or revised policy
- prepares budget recommendations, implements the approved budget and allocates funds
- informs and advises the Governance Council on programs and issues related to TEPIE
- submits recommendations related to the operation of TEPIE
- maintains records
- coordinates the implementation of partnership activities which support the TEPIE goals
